Om rådet

I 2020 vedtok Bystyret i Trondheim å se nærmere på hvordan de kunne etablere et lokalt kulturråd. Målet med et slikt råd skulle være å styrke hele kulturfeltet i Trondheim, og forbedre dialogen internt mellom kulturaktørene og mellom kulturfeltet og kommunen.

In 2020, the City Council of Trondheim decided to look into how a local cultural council could be established. The goal of such a council would be to strengthen the entire cultural sector in Trondheim and improve internal dialogue between cultural actors and between the cultural sector and the municipality. Bjuda På AS subsequently conducted a preliminary project on behalf of the municipality. They explored various models for a cultural council through dialogue with actors in the art and culture sector. This was followed up by input and working meetings, and a working group consisting of representatives from various parts of the art and culture sector was established to work on the organization and mandate for a local council.

Examples of the council’s work include providing input to the municipal cultural budget, developing and disseminating factual bases that can be used in political work and to strengthen investment willingness in the cultural sector, acting as a consultative body in matters related to city development and the management of buildings that can benefit the cultural sector, and maintaining ongoing dialogue with the councilor for culture, as well as other relevant actors in society and business communities.

RKKT has a cooperation agreement with Trondheim municipality but is established as an independent association and is not subject to municipal directives. The association consists of a board of seven people who also serve as the council, and members who are actors within the art and culture field in Trondheim. The annual meeting is the highest authority of the council, where members elect board members for two-year terms. The council is registered as a membership association under sector code 7000 for non-profit organizations. Bjuda På AS gjennomførte deretter et forprosjekt på vegne av kommunen. De utredet ulike modeller for et kulturråd gjennom dialog med kunst- og kulturfeltet. Dette ble fulgt opp av innspills- og arbeidsmøter, og en arbeidsgruppe bestående av representanter fra ulike deler av kunst- og kulturfeltet ble opprettet for å jobbe med organisering og mandat for et lokalt råd.

Eksempler på rådets arbeid inkluderer innspill til det kommunale kulturbudsjettet, utvikling og formidling av faktagrunnlag som kan brukes i politisk arbeid og for å styrke investeringsviljen i kultursektoren, å fungere som høringsinstans i saker relatert til byutvikling og forvaltning av bygningsmasse som kan komme kulturfeltet til gode, samt å ha løpende dialog med byråden for kultur, idrett og friluftsliv, og andre relevante aktører i samfunns- og næringslivet.

RKKT har en samarbeidsavtale med Trondheim kommune, men er etablert som en uavhengig forening og er ikke underlagt kommunale direktiver. Foreningen består av et styre på syv personer som også utgjør rådet, og medlemmer som er aktører innen kunst- og kulturfeltet i Trondheim. Årsmøtet er rådets høyeste myndighet, der medlemmene velger styremedlemmer for perioder på to år. Rådet er registrert som en medlemsforening under sektorkode 7000 for ideelle organisasjoner.
